The Board of Investment (BOI) has allegedly misled the President and Prime Minister on the Volkswagen deal. Documents in the hands of The Sunday Leader reveal that Volkswagen AG had never submitted applications to invest in Sri Lanka. It has been revealed that a local businessman had submitted an application with the Volkswagen name.

Sources revealed that in order to claim that the BOI is drawing in Foreign Direct Investments (FDI), the BOI had signed an agreement with the local agent of Volkswagen, Senok Automobile (Pvt.) Ltd., to establish a vehicle assembly plant in Kuliyapitiya in the Kurunegala district using the Volkswagen brand name. The application for the Kuliyapitiya vehicle assembling plant had been submitted to the BOI on July 10, 2015. The investors were listed as Senok Automobile (Pvt.) Ltd. and Volkswagen AG, Germany. Although it was announced that Volkswagen was the investor at that time, the company later pulled out from investing in the proposed project in Sri Lanka and Senok Automobile was left as the only major investor in the vehicle assembly plant.
